According to the FBI, the change resulted from issues with how crime data was collected. In 2021, the bureau switched from the Summary Reporting System (SRS) to the National Incident-Based Reporting System (NIBRS). This transition caused many law enforcement agencies to submit incomplete reports, leading to inaccurate data for 2022.

The FBI addressed the discrepancies by using statistical methods to fill in gaps from 2021 and 2022. The agency has now revised its estimates, showing a smaller 1.6% decline in violent crime between 2021 and 2022, rather than the originally reported 3.5% drop.
